When someone uploads a video, X automatically creates several versions at different resolutions, typically 270p, 360p, 720p, 1080p, and sometimes 2160p (4K). The maximum you can download is capped by whatever the original uploader provided. If a clip was only ever uploaded in 720p, no tool on earth can produce a genuine 1080p or 4K version of it; anything claiming to "upscale" is just stretching pixels.
